Task title: Training on establishing a strong partnership between the university and the relevant institutions. 

The State University of Moldova, within the implementation of the sub-project “Enhancing of the consolidated school-university partnership “Educational Cluster” in the training of teaching staff” has received co-financing from the Ministry of Education and Research of the Republic of Moldova as part of  the Higher Education Project in Moldova, funded by the Bank World and intends to allocate a portion of these funds for consultancy services. 

Through this sub-project, the State University of Moldova guides us towards the development of an efficient pedagogical education system focusing on a methodology centered on a strengthened partnership with schools (Educational Cluster), by using  ,,from practice to theory” model , which opens new perspectives in a professional sense. 

Thus, the configuration a new teacher training model by strengthening the collaboration of representatives of the general education system and the higher education system through the establishment of the Educational Cluster within the premises of the State University of Moldova (USM). This cluster will reshape and consolidate the efforts of key stakeholders in teacher training, employing the “from practice to theory” model. By creating a versatile “Education Cluster” center, it will integrate multiple educational environments into a shared space, including 4 multifunctional rooms, 3 laboratories, 1 professional development center in education, and 1 co-working space.  

The establishment of this educational hub will contribute to the qualitative and quantitative improvement of the performance of Education field students and enhance their employability. 

Training services include the development of a training program and the implimentation of training activities, incorporating the adoption of best practices. Training group   consists of – 15 teaching and managerial staff from the State University of Moldova, with a training duration of 3 days, and the expert’s involvement spanning 15 days.

The State University of Moldova invites eligible experts to express their interest in providing training services for the establishment of a consolidated partnership between the university and profiled institutions. Interested consultants should submit information demonstrating their qualifications and relevant experience in delivering training services for the establishment of a consolidated partnership between the university and profiled institutions. 

The consultant to be selected must possess the following qualifications: 

  • higher education in the field of education or related fields;
  • minimum of 5 years of experience in providing training services, conducting training activities in the educational field;
  • minimum of 5 years of experience in developing programs and organizing training activities;
  • minimum of 5 years of experience in developing university study programs for teacher training;
  • knowledge of the specifics of school teacher training;
  • excellent communication skills in Romanian or English (both written and spoken);
  • flexibility and innovative approaches in the application of training/training strategies;
  • teamwork skills and team management in the training process;

Attention is drawn to interested consultants regarding Section III, points 3.14, 3.16, and 3.17 of the “Regulation on Procurement for IPF Debtors” of July 2016, revised in November 2017 and August 2018 (“Public Procurement Regulation”), which establishes the World Bank’s policy on conflicts of interest.

REFERENCE TERMS 

Task title: Training on establishing a strong partnership between the university and the relevant institutions. 

General information about the project 

The  Higher Education Project in Moldova (PÎSM) is World Bank- funded project scheduled to to be implemented from May 2020 and December 2025. 

The total cost of the loan is 35.7 million Euros (the equivalent of 39.4 million USD) funded by the International Development Association (IDA) and provided to the Republic of Moldova to support  higher education. 

The project’s objective is to improve the labor market orientation of selected higher education institutions and quality assurance mechanisms. The project is structured around three components, involving systemic interventions in the areas of quality, financing and management of higher education. 

A component of the PÎSM is the Higher Education Improvement Program (PÎÎS)which is to be implemented by the selected higher education institutions and pedagogical colleges to respond to some of their most pressing needs for the purpose of orientation to the labor market. 

Thus, in order to achieve the objectives, the Ministry of Education and Research has signed ta sub-financing agreement with the State University of Moldova for the sub-project “Harnessing of the consolidated school-university partnership “Educational Cluster” in the training of teaching staff”. 

Through this sub-project, the State University of Moldova will contribute to the development of an effective pedagogical education system by introducing new methodological approaches focused on a consolidated partnership with schools.  

The establishment of a new model for teacher training involves consolidating efforts from representatives of both the general education system and the higher education system. This is achieved through the creation of the Educational Cluster within the premises of the State University of Moldova (USM). The cluster will reshape and strengthen the efforts of key stakeholders in teacher training, using the “from practice to theory” model. Through a versatile center named “Education Cluster,” multiple educational environments will be integrated into a shared space, including 4 multifunctional rooms, 3 laboratories, 1 professional development center in education, and 1 co-working space.  

The creation of the educational hub will contribute to the qualitative and quantitative increase in the performance of students from the Education Field and the improvement of employment in the labor field. 

The proposed project is aimed at achieving 3 specific objectives as follows: 

O.1. Modernization of the necessary resources to ensure attractive conditions for future teachers. 

O.2. Increase the number of students enrolled in the bachelor’s and master’s programs of the programs specified in point A 2.3 of this application and improve the alignment process of the higher education system with the requirements of the labor market. 

O.3. Strengthening cooperation with representatives of the labor market in order to increase the absorptive capacity of graduates from the programs by the labor market. 

  1. Task Objective

The main objective of the task is to train teaching and managerial staff of the State University of Moldova in establishing a consolidated partnership between the university and relevant institutions.  

Training services include the developing  a training program, conducting training activities, and adopting best practices. The training group comprises– 15 teaching and managerial staff from the State University of Moldova, with a training duration of 3 days and the expert’s involvement spanning 15 days. 

  1. Scope of work (tasks and responsibilities):

During the execution of the contract the Consultant/expert will: 

– Analyze the teacher training programs of the State University of Moldova and identify opportunities for improvement.; 

– Develop a training program for teaching and managerial staff of USM; 

– Organize an overseas training period at a university or a related environment (training center, headquarters of professional associations, etc.), involving managers and school teaching staff.; 

– Present best practices in training school teaching staff (based on the experience of the university to which the consultant belongs, and the experience of other universities in their home country). 

– Provide participants with printed or electronic materials based on the presentations.; 

– Offer consultancy in updating the curriculum for training school teaching staff, involving students and graduates.; 

– After completing the training, present a final activity report describing the services provided and complete a handover document for the services.

 5. Qualification requirements and evaluation basis (evaluation criteria)

General experience: 60 points 

  • Higher education in the field of education or related fields;
  • Teamwork skills and team management in the training process;
  • Experience in developing programs and organizing training activities;
  • Flexibility and innovative approaches in implementing training/training strategies.

Relevance to project tasks: 30 points 

  • Minimum of 5 years of experience in providing training services, conducting training activities in the educational field;

Knowledge of the specifics of training primary school teachers; 

Experience in developing a study program (training future teaching staff) connected with the school, involving graduates and students. 

Communication: 10 points 

  • Excellent communication skills in Romanian or English (both written and spoken);
  1. Reporting Requirements and Institutional Arrangements

The consultant will report: The consultant/contracted expert will coordinate activities with the subproject manager and assistant; they will prepare a narrative report and a handover document for the services provided. 

Institutional arrangements: The institution will ensure the correctness of the consultancy service procurement process and financial commitments.

All data and information received for the purpose of performing this task must be treated confidentially and used only in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to the State University of Moldova. The content of the written materials obtained and used during the execution of this task may not be disclosed to any third party without the prior express written permission of the State University of Moldova.
