Job title: Training of university teachers regarding current trends in the training of future teachers
The State University of Moldova within the implementation of the sub-project “Valorization of the consolidated school-university partnership “Educational Cluster” in the training of teaching staff” received sub-financing from the Ministry of Education and Research of the Republic of Moldova within the implementation of the Higher Education Project in Moldova, financed by the Bank World and plans to apply part of the sources for consulting services.Prin intermediul acestui subproiect Universitatea de Stat din Moldova ne orientează spre dezvoltarea unui sistem eficient de educație pedagogică prin prisma metodologiei axate pe un parteneriat consolidat cu școala (Cluster educațional/ Education cluster), prin utilizarea modelului: de la practică spre teorie, care deschide noi perspective în sens profesional.
Thus, the configuration of a new teacher training model by strengthening the efforts of representatives of the general education system and the higher education system by creating the Educational Cluster within the USM premises, which will resize and strengthen the efforts of key actors in teacher training by using the model: from practice in theory by creating a multipurpose center “Education Cluster” will integrate in a common space several educational environments as follows: 4 multifunctional rooms; 3 laboratories; 1 professional development center in education; 1 co-working space.
The creation of the educational hub will contribute to the qualitative and quantitative increase in the performance of students from the Education Field and the improvement of employment in the labor field.
Training services consist of carrying out training activities with university professors involved in the training of future school teachers. About 100 university professors will be trained. The training will be carried out in 5 groups of 20 trainees each, with a total activity duration of 30 days between January and April 2024

The State University of Moldova invites eligible consultants (“Consultants”) to express their interest in the provision of training activities with university teachers, for training on current trends in the training of future teachers.
Interested consultants will submit information demonstrating that they have the necessary qualification and relevant experience to provide the services of carrying out training activities, with university professors.
The consultant to be selected must possess the following qualifications:
- higher studies in the field of Educational Sciences or related fields;
- experience of at least 5 years in the provision of training services, training activities in the field of Educational Sciences;
- demonstrated experience in developing training programs;
- participation in training courses, conferences, or academic mobility in universities that train school teachers;
- author of articles, or studies and curricular supports, regarding the new trends in the training of school teachers;
- excellent communication skills in Romanian or English (both written and spoken);
- flexibility and innovative approaches in the application of training/training strategies;
- skills in using electronic platforms, other modern technologies in training activities;
- teamwork skills and team management in the training process.
The attention of interested consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018 (“Procurement Regulations”), which sets out the World Bank’s policy on conflict of interests.
The consultant will be selected in accordance with the “Selection of individual consultants” method provided in the Procurement Regulation.

Job title: Training of university teaching staff regarding current trends in the training of future teachers
General information about the project
The Moldovan Higher Education Project is a project financed by the World Bank to be implemented between May 2020 and December 2025.
The total cost of the loan is 35.7 million Euros (the equivalent of 39.4 million USD) financed by the International Development Association (IDA) and is granted to the Republic of Moldova in support of higher education in Moldova.
The objective of the project is to improve the labor market orientation of the selected higher education institutions and quality assurance mechanisms. The project is organized around three components and includes systemic interventions in the areas of quality, financing and management of higher education.
A component of the Moldovan Higher Education Project is the Higher Education Improvement Program to be implemented by the selected higher education institutions and pedagogical colleges to respond to some of their most pressing needs for the purpose of orientation to the labor market.
Thus, in order to achieve the objectives, the Ministry of Education and Research signed with the State University of Moldova the sub-financing agreement of the sub-project “Valorization of the consolidated school-university partnership “Educational Cluster” in the training of teaching staff”.
Through this sub-project, the State University of Moldova will contribute to the development of an efficient system of pedagogical education through the prism of new methodological emphases focused on a consolidated partnership with the school.

The proposed project is aimed at achieving 3 specific objectives as follows:,
O.1. Modernizing the necessary resources to ensure attractive conditions for future teachers.
O.2. Increasing the number of students enrolled in the bachelor’s and master’s programs of the programs specified in point A2.3 of this application and improving the process of aligning the higher education system with the requirements of the labor market.
O.3. Consolidation of cooperation with representatives of the labor market in order to increase the absorption capacity of program graduates by the labor market.
- Objective of the task
The main objective of the task is: the training of university teaching staff regarding the current trends in the training of future teachers.
- Scope (tasks and responsibilities):
During the execution of the contract the Consultant/expert:
– Conceptualization and coordination with the project manager of the training program;
– Elaboration and coordination with the project manager of the necessary support materials in the training process;
– Organizing and conducting training activities for university teachers;
– Presentation of the final activity report in which the services provided will be described and completion of an act of receiving and handing over the services;

- Reporting Requirements and Institutional Arrangements
The consultant will report to: The consultant/contracted expert will coordinate the activity with the sub-project manager and assistant.
Institutional arrangements: The Institution will make available to the Consultant a room equipped with a computer and an interactive whiteboard, with Internet access and other necessary materials.

All intellectual property rights arising from the execution of these Terms of Reference are assigned to the State University of Moldova. The content of the written materials obtained and used during the performance of this task may not be disclosed to any third party without the expressed prior written authorization of the State University of Moldova.
- Eligibility
The consultant will need to be eligible under the July 2016 IPF Borrower Procurement Regulations as revised in November 2017 and August 2018 (https://www.worldbank.org/en/projects-operations/products-and-services/brief/procurement -new-framework).
