Task title: Development of a new curriculum, course support for a discipline in the field of Applied Psychology. 

The State University of Moldova within the implementation of the sub-project “Valorization of the consolidated school-university partnership “Educational Cluster” in the training of teaching staff” received sub-financing from the Ministry of Education and Research of the Republic of Moldova within the implementation of the Higher Education Project in Moldova, financed by the Bank World and plans to apply part of the sources for consulting services. 

Through this sub-project, the State University of Moldova guides us towards the development of an efficient system of pedagogical education through the methodology focused on a consolidated partnership with the school (Educational Cluster/Education cluster), by using the model: from practice to theory, which opens new perspectives in a professional sense. 

Thus, the configuration of a new teacher training model by strengthening the efforts of representatives of the general education system and the higher education system by creating the Educational Cluster within the USM premises, which will resize and strengthen the efforts of key actors in teacher training by using the model: from practice in theory by creating a multipurpose center “Education Cluster” will integrate in a common space several educational environments as follows: 4 multifunctional rooms; 3 laboratories; 1 professional development center in education; 1 co-working space. 

The creation of the educational hub will contribute to the qualitative and quantitative increase in the performance of students from the Education Field and the improvement of employment in the labor field. 

The services of the consultant/expert include the development of a new curriculum, course support for a discipline in the field of Applied Psychology. Carrying out the training activities of 15 university professors from the State University of Moldova. Duration of the expert’s activity 56 days.

The State University of Moldova invites eligible experts to express their interest in providing services for developing a new curriculum, course support for a discipline in the field of Applied Psychology. 

Interested consultants will submit information demonstrating that they have the necessary qualifications and relevant experience to provide the services of developing a new curriculum, course support for an Applied Psychology discipline, and training university professors for implementation 

The consultant to be selected must possess the following qualifications: 

  • higher studies in the field of psychology;
  • experience in developing programs and organizing training activities;
  • experience of at least 5 years in providing training services, training activities in the educational field;
  • experience of at least 5 years in curriculum development, course support in the field of Applied Psychology;
  • author of articles, studies, participation in conferences on the issue of Applied Psychology;
  • knowledge of the specific field of Applied Psychology;
  • knowledge of the specifics of school teacher training;
  • excellent communication skills in Romanian or English (both written and spoken);
  • flexibility and innovative approaches in the application of training/training strategies;
  • teamwork skills and team management in the training process;

The attention of interested consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018 (“Procurement Regulations”), which sets out the World Bank’s policy on conflict of interests. 

The consultant will be selected in accordance with the “Selection of individual consultants” method provided in the Procurement Regulation.

REFERENCE TERMS 

Task title: Development of a new curriculum, course support for a discipline in the field of Applied Psychology. 

General information about the project 

The Moldovan Higher Education Project  is a project financed by the World Bank to be implemented between May 2020 and December 2025. 

The total cost of the loan is 35.7 million Euros (the equivalent of 39.4 million USD) financed by the International Development Association (IDA) and is granted to the Republic of Moldova in support of higher education in Moldova. 

The objective of the project is to improve the labor market orientation of the selected higher education institutions and quality assurance mechanisms. The project is organized around three components and includes systemic interventions in the areas of quality, financing and management of higher education. 

A component of the Moldovan Higher Education Project is the Higher Education Improvement Program  to be implemented by the selected higher education institutions and pedagogical colleges to respond to some of their most pressing needs for the purpose of orientation to the labor market. 

Thus, in order to achieve the objectives, the Ministry of Education and Research signed with the State University of Moldova the sub-financing agreement of the sub-project “Valorization of the consolidated school-university partnership “Educational Cluster” in the training of teaching staff”.  

Through this sub-project, the State University of Moldova will contribute to the development of an efficient system of pedagogical education through the prism of new methodological emphases focused on a consolidated partnership with the school. 

Thus, the configuration of a new teacher training model by strengthening the efforts of representatives of the general education system and the higher education system by creating the Educational Cluster within the USM premises, which will resize and strengthen the efforts of key actors in teacher training by using the model: from practice in theory by means of a multipurpose center “Education Cluster” will integrate several educational environments in a common space: 4 multifunctional rooms; 3 laboratories; 1 professional development center in education; 1 co-working space. 

The creation of the educational hub will contribute to the qualitative and quantitative increase in the performance of students from the Education Field and the improvement of employment in the labor field. 

The proposed project is aimed at achieving 3 specific objectives as follows:, 

O.1. Modernizing the necessary resources to ensure attractive conditions for future teachers. 

O.2. Increasing the number of students enrolled in the bachelor’s and master’s programs of the programs specified in point A2.3 of this application and improving the process of aligning the higher education system with the requirements of the labor market. 

O.3. Consolidation of cooperation with representatives of the labor market in order to increase the absorption capacity of program graduates by the labor market. 

  1. Objective of the task 

The main objective of the task is the development of a new curriculum, course support for a discipline in the field of Applied Psychology and training on the practical implementation of the newly created curriculum and the application of the new course support. 

The training services include the development of a training program and the realization of training activities, the adoption of good training practices regarding the practical implementation of the newly created curriculum and the application of the new course support. Carrying out training activities for 15 teaching staff from the State University of Moldova. Duration of the expert’s activity 56 days. 

2 . Scope (tasks and responsibilities): 

During the execution of the contract the Consultant/expert: 

– It will analyze the study program at the psychopedagogical module of the State University of Moldova, with an emphasis on the disciplines and activities in the field of Psychology and will identify the possibilities of integrating the new curriculum; 

– Will develop a new curriculum and course support for a discipline in the field of Applied Psychology; 

– Will organize the training course for teaching staff regarding the practical implementation of the newly created curriculum and the application of the new course support; 

– Will present the presented materials to the students on paper or electronically; 

– After completing the training, he will present a final activity report in which the services provided will be described and he will complete an act of receiving and handing over the services.

 5.Qualification requirements and assessment basis (assessment criteria)

Overall experience: 40 points 

  • Higher studies in the field of psychology;
  • Teamwork skills and team management in the training process;
  • Experience in developing programs and organizing training activities;
  • Flexibility and innovative approaches in the application of training/training strategies.

Correspondence with project tasks: 50 points 

  • Experience of at least 5 years in curriculum development, course support in the field of Applied Psychology;
  • Author of articles, studies, participation in conferences on the issue of Applied Psychology;
  • Knowledge of the specific field of Applied Psychology;
  • Experience of at least 5 years in the provision of training services, training activities in the educational field;
  • Knowing the specifics of school teacher training;

Communication: 10 points 

  • Excellent communication skills in Romanian or English (both written and spoken);
  1. Reporting Requirements and Institutional Arrangements

The consultant will report: The consultant/contracted expert will coordinate the activity with the subproject manager and assistant; will draw up a narrative report and an act of receiving and handing over the services rendered. 

Institutional arrangements: The institution will guarantee the correctness of the procurement process of the consulting service and the financial commitments.

All intellectual property rights arising from the execution of these Terms of Reference are assigned to the State University of Moldova. The content of the written materials obtained and used during the performance of this task may not be disclosed to any third party without the expressed prior written authorization of the State University of Moldova.
