Job title: Developing the curriculum and course support for the Advanced Teaching Technologies discipline 

The State University of Moldova within the implementation of the sub-project “Valorization of the consolidated school-university partnership “Educational Cluster” in the training of teaching staff” received sub-financing from the Ministry of Education and Research of the Republic of Moldova within the implementation of the Higher Education Project in Moldova, financed by the Bank World and plans to apply part of the sources for consulting services. 

Through this sub-project, the State University of Moldova guides us towards the development of an efficient system of pedagogical education through the methodology focused on a consolidated partnership with the school (Educational Cluster/Education cluster), by using the model: from practice to theory, which opens new perspectives in a professional sense. 

Thus, the configuration of a new teacher training model by strengthening the efforts of representatives of the general education system and the higher education system by creating the Educational Cluster within the USM premises, which will resize and strengthen the efforts of key actors in teacher training by using the model: from practice in theory by creating a multipurpose center “Education Cluster” will integrate in a common space several educational environments as follows: 4 multifunctional rooms; 3 laboratories; 1 professional development center in education; 1 co-working space. 

The creation of the educational hub will contribute to the qualitative and quantitative increase in the performance of students from the Education Field and the improvement of employment in the labor field. 

The services of the consultant/expert include the development of a new curriculum, course support for the Advanced Teaching Technologies discipline. Carrying out the training activities of about 180 university professors, training the skills of using new didactic technologies (methods, interactive techniques) Duration of the expert’s activity 86 days.

The State University of Moldova invites eligible consultants (“Consultants”) to express their interest in providing services for the development of a new curriculum, course support for the discipline Advanced Teaching Technologies, for students from bachelor’s and master’s programs in the field of sciences education and those related to school subjects. Training of about 180 university teachers, training in the use of new teaching technologies (methods, interactive techniques). Total duration of activity – 86 days, during February-August 2024. 

Interested consultants will submit information demonstrating that they have the necessary qualifications and relevant experience to provide curriculum development services in Advanced Instructional Technologies, course materials, and university teacher training. 

The consultant to be selected must possess the following qualifications: 

  • higher studies in the field of Educational Sciences, or adjacent fields; 
  • skills to use electronic platforms or other modern technologies in teaching activities in higher education; 
  • skills in developing course materials or methodical guides; 
  • experience of at least 5 years in the provision of training services, training activities, projects, consultancy in the field of educational sciences; 
  • demonstrated experience in developing training programs, for at least 5 years; 
  • excellent communication skills in Romanian or English (both written and spoken); 
  • flexibility and innovative approaches in the application of training/training strategies; 
  • teamwork skills and team management in the training process. 

The attention of interested consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018 (“Procurement Regulations”), which sets out the World Bank’s policy on conflict of interests. 

The consultant will be selected in accordance with the “Selection of individual consultants” method provided in the Procurement Regulation.

Developing the curriculum and course support for the Advanced Teaching Technologies discipline  

General information about the project 

The Moldovan Higher Education Project  is a project financed by the World Bank to be implemented between May 2020 and December 2025. 

The total cost of the loan is 35.7 million Euros (the equivalent of 39.4 million USD) financed by the International Development Association (IDA) and is granted to the Republic of Moldova in support of higher education in Moldova. 

The objective of the project is to improve the labor market orientation of the selected higher education institutions and quality assurance mechanisms. The project is organized around three components and includes systemic interventions in the areas of quality, financing and management of higher education. 

A component of the Moldovan Higher Education Project is the Higher Education Improvement Program  to be implemented by the selected higher education institutions and pedagogical colleges to respond to some of their most pressing needs for the purpose of orientation to the labor market. 

Thus, in order to achieve the objectives, the Ministry of Education and Research signed with the State University of Moldova the sub-financing agreement of the sub-project “Valorization of the consolidated school-university partnership “Educational Cluster” in the training of teaching staff”.  

Through this sub-project, the State University of Moldova will contribute to the development of an efficient system of pedagogical education through the prism of new methodological emphases focused on a consolidated partnership with the school. 

Thus, the configuration of a new teacher training model by strengthening the efforts of representatives of the general education system and the higher education system by creating the Educational Cluster within the USM premises, which will resize and strengthen the efforts of key actors in teacher training by using the model: from practice in theory by means of a multipurpose center “Education Cluster” will integrate several educational environments in a common space: 4 multifunctional rooms; 3 laboratories; 1 professional development center in education; 1 co-working space.

The proposed project is aimed at achieving 3 specific objectives as follows:, 

O.1. Modernizing the necessary resources to ensure attractive conditions for future teachers. 

O.2. Increasing the number of students enrolled in the bachelor’s and master’s programs of the programs specified in point A2.3 of this application and improving the process of aligning the higher education system with the requirements of the labor market. 

O.3. Consolidation of cooperation with representatives of the labor market in order to increase the absorption capacity of program graduates by the labor market. 

  1. Objective of the task 

The main objective of the task includes the development of a new curriculum, course support for the Advanced Teaching Technologies discipline. Carrying out the training activities of about 180 university teachers, training the skills of using new didactic technologies (methods, interactive techniques) 

  1. Scope (tasks and responsibilities):

During the execution of the contract, the Consultant will be responsible for the following tasks: 

– Conceptualization and coordination with the project manager and the head of the specialized department, of the curriculum for the Advanced Teaching Technologies discipline; 

– Conceptualization, elaboration and coordination with the project manager and the head of the specialized department, of the course support for the Advanced Teaching Technologies discipline; 

– Conceptualization and coordination with the project manager of the training program for university teachers; 

– Elaboration and coordination with the project manager and the head of the specialized department, of the necessary support materials in the training process regarding the use of advanced teaching technologies; 

– Organizing and carrying out for 36 days training activities with university professors: 6 groups of teachers with 6 training days each; 

– Presentation of the final activity report in which the services provided will be described and will complete an act of receiving and handing over the services;

 4. Qualification requirements and evaluation basis (evaluation criteria)

General experience: 30 points 

  • higher studies in the field of Educational Sciences, or adjacent fields;
  • demonstrated experience in developing training programs, for at least 5 years;
  • flexibility and innovative approaches in the application of training/training strategies;

Correspondence with project tasks: 60 points 

  • skills to use electronic platforms or other modern technologies in teaching activities in higher education;
  • skills in developing course materials or methodical guides
  • experience of at least 5 years in the provision of training services, training activities, projects, consultancy in the field of educational sciences;

Language knowledge and professional experience: 10 points 

  • excellent communication skills in Romanian or English (both written and spoken);
  • teamwork skills and team management in the training process.
  1. Reporting Requirements and Institutional Arrangements

The consultant will report to: The consultant/contracted expert will coordinate the activity with the sub-project manager and assistant.

All intellectual property rights arising from the execution of these Terms of Reference are assigned to the State University of Moldova.
