Task title: Elaboration of the concept of modernization of educational processes through the prism of digitization
The „Higher Education in Moldova” project (MHEP) is a project financed by the World Bank, to be implemented between May 2020 and December 2025.
The State University of Moldova obtained funding for the Digitization of education sub-project – Development of the digital skills of teaching staff/ DigiL , by signing with the Ministry of Education and Research the sub-financing Agreement No. MD-MOED-6542-ASF-U2-03 dated November 27, 2023 and intends to apply part of the financial means allocated for consulting services.
The general objective of the proposed project is to increase the quality of teacher training from the perspective of professional activity in a digitized educational environment.
ODP 1. The training of university teaching staff from the perspective of digitization of the professional training process of students – future teachers and the continuous training of general education teaching staff. Promoting and achieving digital education in order to develop the digital skills of students, thus promoting the effective and innovative use of digital technologies in the teaching-learning-evaluation process.
ODP 2. Training school managers in the development of skills for the effective management of digital technologies in school, supporting their innovation, integration and strategic use in the management process and decision-making in the field of education.
ODP 3. Development of digital skills in teachers through initial and continuous professional training.
ODP 4. Development of educational resources for training digital skills in future teachers, university professors, school managers and trainers.
The purpose of this Request is to express the interest of the State University of Moldova for the selection and hiring of a consultant who will develop the concept of modernizing the educational processes within the State University of Moldova through the prism of digitalization. Estimated period of carrying out the task – 3 months; start of activity – November 2024.

The State University of Moldova invites eligible consultants to express their interest in providing the indicated services.
Interested consultants will send information/documents proving that they have the necessary qualifications and relevant experience to provide the services of developing the concept of modernizing the educational processes of the State University of Moldova through the prism of digitalization.
The consultant to be selected must possess the following qualifications:
- Higher studies in the fundamental fields of Natural Sciences, Mathematics and Statistics (05), Information and communication technologies (06) or the general field of Education sciences (011);
- Scientific title in the fundamental fields of Natural Sciences, Mathematics and Statistics (05), Information and Communication Technologies (06) or the general field Education Sciences (011);
- Practical experience of at least 5 years in the administration of educational processes in higher education at least at faculty level as head of department, dean, pro-dean, etc.;
- Experience of at least 5 years in the development of models for the implementation of digital processes and technologies in the activity of the higher education institution;
- Scientific publications, studies, participation in conferences regarding the implementation of information technologies in higher education, including abroad of the Republic of Moldova;
- Skills in using learning management platforms and administration of educational processes
- Teamwork skills and team management in the training process;
- Communication skills in Romanian or English (both written and spoken);
- Flexibility and innovative approaches in applying training/training strategies.
The attention of interested consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the „Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018 („Procurement Regulations”), which sets out the World Bank’s policy on conflict of interests.
The consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method provided for in the Procurement Regulation.

The interested consultant will submit an application file that includes: Letter of expression of interest specifying the task for which he expresses his interest; Curriculum Vitae in Europass format ; portfolio of relevant works and other documents attesting to his qualifications and experience in the field.
Upon request, the candidate will present documents proving the studies and experience declared in the CV (copies of diplomas, certificates, other confirmation documents).
Proposals will be sent to the address below (in person, by mail or by e-mail) by November 8, 2024, at 3:00 p.m. (local time of the Republic of Moldova), indicating the title of the task for which they are applying.
