Job title: Training on the use of diagnostic software of predispositions and capacities for professions in the educational field
The State University of Moldova within the implementation of the sub-project „Valorization of the consolidated school-university partnership „Educational Cluster” in the training of teaching staff” received sub-financing from the Ministry of Education and Research of the Republic of Moldova within the implementation of the Higher Education Project in Moldova, financed by the Bank World and plans to apply part of the sources for consulting services.
Through this sub-project, the State University of Moldova guides us towards the development of an efficient system of pedagogical education through the methodology focused on a consolidated partnership with the school (Educational Cluster/Education cluster), by using the model: from practice to theory, which opens new perspectives in a professional sense.
Thus, the configuration of a new teacher training model by strengthening the efforts of representatives of the general education system and the higher education system by creating the Educational Cluster within the USM premises, which will resize and strengthen the efforts of key actors in teacher training by using the model: from practice in theory by creating a multipurpose center „Education Cluster” will integrate in a common space several educational environments as follows: 4 multifunctional rooms; 3 laboratories; 1 professional development center in education; 1 co-working space.
The creation of the educational hub will contribute to the qualitative and quantitative increase in the performance of students from the Education Field and the improvement of employment in the labor field.
The consulting services consist of the training of 15 university professors, for 5 days, on the use of diagnostic software of predispositions and capacities for professions in the educational field. Then during 4 months (April-July, 10 days), the supervision will be carried out regarding the correctness of the software application in the Educational Psychology and Psychological Counseling Laboratory.

The State University of Moldova invites eligible companies/firms („Consultants”) to express their interest in the provision of training activities with university professors (5 days), regarding the use of diagnostic software of predispositions and capacities for the professions of the psycho-educational field and for supervision, during 4 months (10 days), regarding the correctness of the software application in the Educational Psychology and Psychological Counseling Laboratory. Total duration of activity – 18 days, during April-July 2024.
Training of 15 university professors (during 5 days, 6 hours per day) on the use of diagnostic software of predispositions and capacities for professions in the educational field and supervision, during 4 months (10 days), on the correctness of the application of the software in the Laboratory of educational psychology and psychological counseling.
Interested consultants will send information proving that they have the necessary qualification and relevant experience to provide the services of carrying out training activities, regarding the use of diagnostic software of predispositions and capacities for professions in the psycho-educational field.
Overall experience of the company
- Experience using electronic platforms or other modern technologies in psychological assessment activities and group training activities;
- Experience in activity of at least 3 years on the part of individual and group psychological assessment;
The company’s specific experience in providing similar services
- Experience of at least 2 years in the construction and validation of standardized psychological tools for the assessment of personality and skills;
- Minimum 3 years of experience in the field of training on the use of diagnostic software in the field of education and psychology;
The professional experience of the team of experts involved in carrying out the task
- The team involved in carrying out the task, to include at least 2 dedicated specialists in the issue of psychological diagnosis;
- The team involved must have at least 3 years of experience in the field of training teachers in higher education;
- The team manager should have experience in developing training programs and training management;
- The team manager must have technical and managerial capacity corresponding to the psycho-educational field;
- At least one member of the team must have advanced knowledge of Romanian or English.
Key experts will not be assessed at the Shortlisting stage.
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the July 2016 “Procurement Regulations for IPF Borrowers” revised in November 2017 and August 2018 (“Procurement Regulations”), which sets out the World Bank’s conflict policy of interests.
Consultants may associate with other companies to enhance their qualifications, but should clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy contract. In the case of an association, all partners in the association will be jointly and severally liable for the entire contract, if selected.
The consulting company will be selected in accordance with the selection method – „Selection based on the qualification of consultants” provided in the Procurement Regulation.
